Which floor?

You would probably be able to help me, concerning the problem of floor for tap.
I give lessons on a stage which seems ideal for practising. The mayor of the little town wants now to build appropriate flooring in a room that has a tiled floor. The city wants to stick the new floor directly upon the tiled floor, which seems inadequate to me! Could you give me hints so that I could tell exactly what is or is not appropriate...

yeah so hopefully the floor ur putting on top is a wood floor be it hardwood or plywood second if u put the floor directly on the tile and the tile floor has no give to it which i doubt it does it can firstly lead to injuries to ur shins and feet cuz of the violent hittin tap dancing involves second the sound will not carry very well so if you can get a raised platform doesnt have to be large only like and inch or two raised from the floor then if made properly the floor will have give to it which means being able to tap longer with out shin splints and also it will sound so much nicer its like having the floor mic'ed cuz the sound resonates its self
